Surrogacy Pathway is a program of Jewish Family and Children’s Services (JFCS) of San Francisco—a trusted nonprofit that has supported families across the Bay Area since 1850. Rooted in Jewish values of dignity, community, and care for all people, JFCS has continually evolved to meet the needs of those we serve. Today, JFCS is one of the oldest and largest human service organizations in the United States, serving individuals and families of all faiths and backgrounds with respect, compassion, and professionalism.

A Legacy of Family Support

For more than 40 years, our Adoption Connection division has been a national leader in open domestic adoption, helping thousands of families grow through personalized and expert support. As the landscape of family building continues to change, JFCS has expanded its services to include surrogacy.

Launched in 2025, Surrogacy Pathway brings together JFCS’ longstanding expertise in reproductive care, emotional support, and family services. Our team offers thoughtful, well-informed guidance to both intended parents and surrogates, ensuring that every journey is grounded in clarity, trust, and individualized care.

Our experienced team brings decades of expertise in family building, reproductive health, and supportive counseling. Vivian DeLima, B.Ed.

Surrogacy Program Manager

A dedicated mother of five and seasoned professional in the field of fertility, Vivian DeLima brings over seven years of experience in third-party reproduction and program development to her role as Surrogacy Program Manager at Surrogacy Pathway. With a degree in education, she combines her passion for teaching with her deep knowledge of the surrogacy process- allowing her to connect with intended parents and surrogates in an intentional, informative and compassionate way. Her background equips her with the ability to guide each journey with clarity, ensuring all parties feel seen, heard and supported.

Michelle Nobriga, JD, MBA

Director of Family Building Services

Michelle Nobriga has over 25 years of experience in adoption, surrogacy, and family formation. At Jewish Family and Children’s Services, she leads both Surrogacy Pathway and Adoption Connection. With a foundation in law and a career spanning social services, organizational leadership, and complex case management, Michelle is known for navigating both the human and legal dimensions of family creation. Her work has earned her recognition as an expert in the field, including several media features. She is passionate about lifelong learning, mentorship, and supporting families with empathy and expertise.  Originally from Kailua, Hawaii, she takes pride in being the mother of a daughter currently pursuing her college degree.

Christina DeLeon

Assistant Director of Operations

Christina plays a vital behind-the-scenes role as the Assistant Director of Operations. With a background in medical office supervision and client services, she began working at JFCS’ Adoption Connection in 2013. She collaborates closely with staff and clients to enhance the adoption or surrogacy experience, improve the agency’s educational resources, and strengthen overall efficiency and effectiveness. Through her dedication and expertise, Christina helps create a seamless and supportive experience for everyone. Born and raised in San Francisco, Christina now lives with her husband and their two children, ages 16 and 21. She cherishes time with her family and can often be found working on an arts and crafts project or unwinding with a great show or movie.

Nancy Masters, MSW, MPH

Associate Executive Director, Jewish Family and Children’s Services

Nancy Masters brings over three decades of leadership in health and social services to her role at Jewish Family and Children’s Services, where she has served for 18 years. She oversees JFCS’s child and adult divisions as well as program strategy, evaluation, and regional operations, helping ensure that individuals and families receive the highest quality care. Nancy’s background includes executive leadership in community nonprofits and managing community  services in medical settings. She holds Master’s degrees in Social Work and Public Health from U.C. Berkeley. Her work is driven by a commitment to supporting families of all kinds with dignity, compassion, and expert care.

Alissa Steiner, MSc

Director of Marketing & Communications, Jewish Family and Children’s Services

Alissa Steiner has worked with mission-driven organizations for over 15 years and currently leads marketing and communications at Jewish Family and Children’s Services. She holds a Master’s in Media and Communications from the London School of Economics and has a passion for helping organizations share their stories with clarity, compassion, and purpose. A mother of two, Alissa feels deeply connected to Surrogacy Pathway’s mission through loved ones who have grown their families through surrogacy. She’s proud to support a program that celebrates love, resilience, and the many ways families are formed.

Advisory Committee

Surrogacy Pathway is also guided by an Advisory Committee that brings together professionals, surrogates, and parents who share their experiences to strengthen our program. Together, they offer insights grounded in legal expertise, clinical experience, and personal surrogacy journeys.
